Writing in back in pencil and pen is hard to decipher, it looks sort of like "at In St Louis / Valla Abbington / B[????]r Marshall / 1946".

According to Wikipedia, Valla[teen] Abbington was an "African American activist, educator, and social worker. She is known for being the plaintiff in Abbington v. Board of Education of Louisville, where she fought for the equalization of teacher's salaries in Louisville, Kentucky." She later moved to St. Louis, Missouri. Since the front is labeled with a name beginning with B (maybe Bernice? I'm terrible at this) I don't think this is Abbington, but perhaps this was taken outside Abbington's home.
